Supported by the Agence Française de Développement and the African Development Fund of the African Development Bank Group, the ANCEE is a pan-african initiative launched in June 2015by the Association of Power Utilities in Africa (APUA), in order to improve the performance of the power sector and the technical and managerial capacities of its companies.
Context
African power utilities (production, transmission and distribution) tend to face similar problems in terms of human resources and skills development gaps:
- An ageing workforce leading to waves of retirement departures;
- A lack of young graduates who are immediately operational;
- Scarce skills in new technologies especially those related to renewable energies and energy efficiency;
- A low representation of women in technical and decision-making positions.
Description
The project ANCEE seeks to improve the performance of the energy sector in Africa and intensify regional trade by strengthening technical and managerial skills across the continent. In particular, it aims to:
- Support the establishment and operation of a network of centers of excellence capable of providing training tailored to the local needs of the APUA power utility members;
- Provide technical and financial support to the centers in order to further develop their training offer, specifically in newer fields of study aimed at skills development in renewable energy and energy efficiency;
- Strengthen the capacities of companies in terms of jobs and skills forecasting, training needs assessment but also for the promotion of gender equality in the workplace;
- Support other training centers that are not yet part of the ANCEE, in order to eventually integrate them into the network of excellence: training of trainers, infrastructure renovation, technical expertise;
- Promote regional cooperation and integration.
Impacts
- 7 500 professionals and 250 managers trained through the network;
- 33% of training courses reserved for women and 50 % for employees from vulnerable contexts;
- 25% of the trainings dedicated to the energy transition.
